A mass gathering permit is required from the city to regulate the promotion of musical exhibitions, performances, shows of any kind, or other events that are held either inside or outside of an approved facility that is expected to attract more than 250 persons, and any event which is held that utilizes public roadways, public rights-of-way, or sidewalks for the purpose of fundraising or an event that collects a fee from the participants.
