1. When is a swimming pool/spa permit required?

A person, firm, or corporation shall not construct, replace, improve, remove or install a swimming pool/spa without first obtaining a permit from the Inspection Department.

2. How do I obtain a swimming pool/spa permit?

You must apply for a permit in person and bring with you a copy of your plot plan or a drawing with the following information:

  • Type of pool – in ground or above ground.
  • Size of pool.
  • Distance from residence, side property line and rear property line.
  • Location of pool pump and other mechanical equipment.
  • Location of existing or proposed fence as required by pool code.
  • Copy of signed contract between the company and the homeowner.

3. Are there special requirements?

  • Pools and decking may not be located within any utility easement.
  • Pools and decking around pool must be within the property side setbacks and no closer than 5 feet to the rear property line.
  • A self- latching device is required along with a self-closing gate. The gate latch must be at least 54 inches from the bottom of the gate.
  • All doors with direct access to area must be equipped with an alarm that produces an audible warning when the door opens.

4. Are inspections required of swimming pools/spas?

Yes. The following inspections shall be required on pools/spas installations:

  • Steel/Bonding of pool (in ground).
  • Electrical Rough In/Gas.
  • Concrete decking pre pour (above ground).
  • Framing on wood deck (above ground).
  • Final when complete, to include installation of a fence it not already existing.

5. Is a fence required around my pool?

Yes. A barrier is required around all types of swimming pools, above ground, in ground, and including spas/hot tubs. The minimum height of the fence shall be 4 feet. The fence may be chain ink, wrought iron, wooden, concrete or any other acceptable material approved by the Inspection Department. The fence shall be equipped with a self closing gate and latching device.

6. What are the requirements for draining a pool?

Water from back washing or draining pools shall be used to irrigate the owner’s property by surface or subsurface spreading. If there is direct access to the street or alley, the wastewater may flow there to be carried away through the storm sewer system, after first irrigation the owner’s yard, and provided there is no hazard to traffic or pedestrians or which may cause an unsanitary condition.

7. What is the cost of a pool/spa permit?

The permit fee is based on cost of construction, so be prepared to provide an estimate of construction.

8. How long does it take to obtain a permit?

A permit is usually issued within a 2 to 3 working days period after all requirements are met and all necessary documents are. A permit for a commercial pool can take 2 to 4 weeks for review.
