The Selma City Council will convene in a Council Meeting on Thursday, July 8, 2010 at 6:30 P.M. in the Selma City Hall, 9375 Corporate Drive, Selma, Texas 78154. The Order of Business will be:

Citizens to be Heard – (This time is provided for citizens to address the Council on issues and concerns. No action can or will be taken on issues raised under this portion of the meeting. Please limit your remarks to a period not to exceed three (3) minutes. We ask that you approach the microphone and state your name and address for the record).
1. Operational Update, Mr. Bryan Brown, CEO Retama Racetrack.
2. Discussion/Possible Action on the Minutes of the June 10, 2010 Regular Monthly Council Council Meeting.
3. Public Hearing/Discussion/Possible Action on Ordinance Number 070810-01, An Ordinance adopting Article VI, Storm Drainage, of Chapter 62 of the Code of Ordinances adopting Subchapter C of Chapter 552 of the Texas Local Government Code (The Municipal Drainage Utility Systems Act), declaring the drainage of the City of Selma to be a public utility, defining the service area of the Selma drainage utility system, creating a storm water fund, providing for exemptions, and establishing an effective date..
4. Public Hearing/Discussion/Possible Action on Ordinance Number 070810-02, An Ordinance amending Section 62-500 of Article VI of Chapter 62 of the Code of Ordinances to add additional definitions, adopting Sections 62-520 and 62-521 of Article VI of Chapter 62 of the Code of Ordinances to establish and implement a monthly storm water fee and to set monthly storm water fees, and establishing an effective date.
5. Discussion/Possible Action on Ordinance Number 070810-03, An Ordinance amending Section 58-131(a) of the Code of Ordinances to designate a portion of Old Austin Road as one-way.
6. Discussion/Possible Action on Ordinance Number 070810-04, An Ordinance repealing Sections 70-31 through 70-97 of Article II of Chapter 70 of the Code of Ordinances of the City of Selma, Texas in regard to flood damage prevention effective at 12:00 A.M. on September 29, 2010, adopting new Sections 70-31 through 70-97 of Article II of Chapter 70 of the Code of Ordinances of the City of Selma in regard to flood damage prevention effective at 12:00 A.M. on September 29, 2010, and providing for a penalty of a fine of not more than $500.00 for each violation (plus costs and expenses) with each day a violation occurs to constitute a separate offense.
7. Discussion/Possible Action on the award of a contract for drainage projects on the Waugh Subdivision property between Pasatiempo and the Selma City Limits at Universal City, and in the Utopia Boulevard right-of-way between Brightleaf Drive and Arcadia Drive.
8. Discussion/Possible Action on the Bexar Metro 911 Budget.
9. Discussion/Possible Action appointment of a Member to the Selma Historical Committee with a term expiring in June 2012.

4. Discussion/Possible Action on appointment of two Members of the Selma Parks and Recreation Committee with terms expiring in June 2012.
5. Discussion/Possible Action on appointment of two Members of the Selma Historical Committee with terms expiring in June 2012.

Discussion/Possible Action on Ordinance 061010-01 adding Sections 38-122 through 38-114 to the Code of Ordinances of the City of Selma establishing Used Oil Regulations and Establishing Illicit Discharge Pursuant to U.S. Environmental Protection Agency Guidelines and Adopted by the Texas Commission on Environmental Quality Standards, and providing a penalty upon conviction of a violation, providing for cumulative penalties, and establishing an effective date.
9. Discussion/Possible Action on a Master Lease Purchase Agreement Number BL01234 between California First National Bank as Lessor, and City of Selma, as Lessee.
10. Discussion/Possible Action on the First Quarter 2010 Investment Policy Report.
